The presentation of the Liberty Reports toolbar is dependent on your version of Excel.
Excel 2007 and higherThe Liberty Reports toolbar is displayed as its own tab on the ribbon:
| Design Tools | This group of tools is available when using a designer license. These tools are used when creating or modifying reports. |
